I have done well over 75 lost shipments. Maybe only 2 times i only found the manifest with no sunken ship. All the other times the manifest was in the shipwreck. It can easily be overlooked. Sometimes the manifest spawns in the crowsnest, Sometimes by the wheel. I have NEVER done a shipment where it did not spawn a manifest.

So I suggest replacing the 2 x Emissary Cargo Run Voyages you get with one high tier, high risk Lost Shipment Voyage. Perhaps the manifest could be a higher value variant as well.
